Dr. Belizario is currently Professor 12, University Scientist 3 and former Dean of the College of Public Health, University of the Philippines Manila, and Former Centre Director of the SEAMEO TROPMED Regional Centre for Public Health (SEAMEO TROPMED Philippines). He is also an Adjunct Professor of Global Health in the University of Pittsburgh School of Medicine and currently serves the World Health Organization as Member, Scientific Working Group, Research Capacity Strengthening, WHO Special Programme for Research and Training in Tropical Diseases (WHO/TDR) and Member, Technical Advisory Group, Reaching the Unreached, WHO Western Pacific Regional Office.  He also currently serves as the Vice Chair of the Forum for Ethical Review Committees in Asia and the Western Pacific and President of the Philippine Academic Consortium for Public Health.

A physician with specialized training in Tropical Medicine and Public Health, he was former Vice Chancellor for Research and Executive Director of the National Institutes of Health in UP Manila.  He also served in the WHO/TDR as member of the Research Strengthening Group and later as member of the Scientific and Technical Advisory Committee for a total of 12 years.  After a short stint at the World Health Organization (WHO) Regional Office for the Western Pacific as Technical Officer for Neglected Tropical Diseases, he served as Undersecretary of the Department of Health of the Republic of the Philippines, where he headed the Office of Technical Services.  

His academic work includes researches on: control, covering diagnosis, treatment and prevention of Neglected Tropical Diseases, Malaria and Tuberculosis; health systems; and research capacity strengthening.  A number of his researches have helped provide evidence for formulation and enhancement of disease control policy at national and global levels.
